Sinister Ministers Part 1

These guys have been lurking in my pending stack for a while. It took me some time to come with names for a few of them.

President Snow's Cabinet

Tiberius Moore: Minister of Foreign Affairs.
In my head-canon, North America is not the only place in this post-apocalyptic world that rose from its ashes. I'll go into more detail about that at a later time, but there is international communication and relations, and it's Tiberius's job to make sure that they remain on good terms.
It's no coincidence that he looks a bit like Cardigan; Cardigan is his younger brother. The Moore family have had connections with the Snows since the start of Panem and Former President Coralista Snow (Coriolanus's grandmother) was married to a Moore. So he and the current President are second cousins once removed or something like that.

Cicero Draper: Minister of Commerce
He works closely with the Secretary of Entertainment, the Minister of District Regulations, and the Minister of Finance to ensure that all of Panem's commercial activities work like a well-oiled machine.
His nephew Cassius Draper is Evy's escort for the Games. He managed to secure escort positions in the closer Districts for several of his relatives.

Livia Flickerman: Secretary of Entertainment
While people like her brother Caesar and Claudius Templesmith are the public faces and voices of the Games and other entertainment, she serves as the private one. She's the go-between for them and the President. Her position did not exist before she was appointed.
Back when she was between nineteen and twenty-three she was Coriolanus's mistress, but after he lost interest in her sexually he wanted to keep her on board for her brains. Their break-up was quite amicable so she accepted and Panem has her to thank for much of the flash and glamour that developed in the Hunger Games over the years.

Lucius Templesmith: Minister of Finance
Basically a glorified bookkeeper, it's his job to make sure that government's monetary situation is recorded penny by penny. Is it a good idea to add a new wing to the mansion this year? He's the one Coriolanus asks.
Claudius Templesmith is his cousin (their dads are brothers) and his lovely young daughter Lyza was Coriolanus's mistress just before Evy came along. In fact he dumped her while Evy was on her Victory Tour. Lucius's political situation didn't suffer for it, so he didn't care. Lyza was devastated.
