Yep, the District girl is stuck in the Capitol with this bunch of lunatics after her Victory Tour. Similar to how Finnick and Cashmere were coerced into prostitution she got dragged into being the president's mistress. She figures he'll get tired of her eventually and let her go home, so to keep her loved ones safe she goes along with it. Her time in the Capitol actually proves quite educational. (I'm using this as an avenue to play with the concepts of other nations in this futuristic world and how the government and aristocracy work. I love that kind of shit!)

As for the family itself:
Julianus is basically a wet rag with no desire to carry on his family legacy. His wife Drusilla is the one with the power-lust. He just wants to be left alone and curl up with a good book. Obviously, he's not a happy person. Coriolanus and Drusilla are like a couple of Japanese fighting fish, and living in the same tank they get along just as well. The grandkid Agrippina is actually a sweetheart. She's a classic case of the apple falling far from the tree.
